Temporary Extension of the Test Program for Negotiation of Comprehensive Small Business Subcontracting Plans

This class deviation is a follow-on to Class Deviation 2015-O0006. Effective immediately, contracting officers shall continue to follow the requirements of DFARS subpart 219.7 with regard to implementation of the test program for negotiation of comprehensive small business subcontracting plans, with the exception that, at 219.702(3), the expiration date of “December 31, 2014” is revised by this deviation to read “December 31, 2027".

This class deviation implements section 826 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2017 (Pub. L. 114-328). The extension of the test program provided by section 826, and the further amendments to the test program provided in section 872 of the NDAA for FY 2016 (Pub. L. 114-92) and section 821 of the NDAA for FY 2015 (Pub. L. 113-291), will be implemented in the DFARS.

This class deviation remains in effect until the final rule for DFARS Case 2015-D013, which fully implements sections 826, 872, and 821, is published in the Federal Register.
