Effective immediately, contracting officers shall use the following procedures and the attached class deviation when acquiring products or services in support of Operation ENDURING FREEDOM, pursuant to section 841 of National Defense Authorization Act for Fiscal Year 2013 (Public Law 112-239). In accordance with the Under Secretary of Defense for Acquisition, Technology, and Logistics' Class Determination and Findings dated January 29, 2013 (attached), contracting officers shall limit competition to, or provide a preference for products mined, produced, or manufactured in, or services from the Central Asian states of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan before considering other sourcing options that include Pakistan and the South Caucasus.
This class deviation remains in effect until December 31, 2014, unless incorporated in the DFARS or otherwise rescinded.
