Update to Accelerated Payments to Small Businesses

This class deviation supersedes Class Deviation 2011-O0013 dated June 28, 2011. Effective immediately, the Standard Automated Voucher Examination System (SAVES) joins the Mechanization of Contract Administration Services (MOCAS) System in processing all payments to small businesses in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 232.903 and 232.906.

The Department of Defense (DoD) revised DFARS 232.903 and 232.906 to assist small business concerns by paying them as quickly as possible after receipt of invoice and all proper documentation. DoD is using a phased implementation approach because all DoD entitlement and payment systems require modification to accommodate accelerated payments to small businesses.

The Defense Commissary Agency has completed modifications to SAVES to provide for these accelerated payments to small business. Phase-in of remaining entitlement and payment systems will continue. We will update this class deviation as each of the remaining DoD Component systems acquires the capability to perform the accelerated payment process.

This class deviation remains in effect until superseded or rescinded.
